On May 1, 2024, the Agreement on the automatic recognition of higher education qualifications between the Kingdom of Belgium, the Republic of Estonia, the Republic of Latvia, the Republic of Lithuania, the Grand Duchy of Luxembourg, and the Kingdom of the Netherlands (signed on 14.09.2021 in Brussels) will come into effect.
This agreement stipulates that higher education qualifications (EQF levels 5-8) that meet the conditions of this agreement will be automatically recognized without additional administrative procedures. This agreement applies to the mutual automatic recognition of qualifications at the corresponding level – a bachelor’s degree is a bachelor’s degree is a bachelor’s degree.
The agreement applies only to those higher education degrees and qualifications that belong (are nationally recognized) to the educational systems of the contracting states.
This agreement does not apply to:
- the recognition of higher education qualifications in specific study programs in a given field of study;
- the recognition of study periods;
- the recognition of qualifications that do not exist in the Parties’ higher education systems, and the recognition of professional qualifications in accordance with the European Parliament and Council Directive 2005/36/EC on the recognition of professional qualifications, or in accordance with other relevant legal provisions adopted within the European Union.
The degrees and qualifications that are automatically recognized are specified in the annexes to the agreement.

In the Erasmus+ program project “Digital Tools for the Implementation of Automatic Recognition” (DIGI-AR), an online platform for the mutual automatic recognition of higher education qualifications between the Baltic and Benelux countries has been created (2025).
